Covenants Watch at UN Human Rights Council
The UN Human Rights Council will be undertaking the third Universal Periodic Review (UPR) on China from November 6th this year in Geneva and all the Member States will be there to evaluate China’s actions regarding human rights. Unprecedentedly, three human rights-related NGOs from Taiwan, namely Covenants Watch, Taiwan Association for Human Rights and Human Rights Network for Tibet and Taiwan, submitted its individual and joint reports on the observation and recommendation of China’s actions in terms of human rights, and contributed as a reference to the international review process. The report was also cited in the OHCHR document “Summary of Stakeholder’s submission on China” under the name of Taiwan.
At the moment, Yibee Huang (the Chief Executive Officer of CW) and Eeling Chiu (the Executive Committe Member of CW, the Secretary-General of Taiwan Association for Human Rights) are on the mission to Geneva to attend the Human Rights Council Stakeholder Preliminary Meeting. We hope that the contribution by Taiwanese NGOs will be well appreciated and taken into consideration in order to encourage China to promote its domestic human rights situation in the coming four years until the next review cycle.

国連人権委員会は、国連加盟国の国内人権状況を定期的に審査する普遍的定期審査（Universal Periodic Review / UPR）を毎年行っており、来月6日からは中国の人権状況の審査が始まります。今回の普遍的定期審査では、初めて台湾の人権系NGO（Covenants Watch、台湾人権促進会、チベット台湾人権連線）が、中国の国内人権状況に関する考察と提言を国連人権委員会に提出し、この国際的人権審査手続に貢献しています。この文書は、国連人権委員会が発行した審査対象国関連団体報告書要旨にも、台湾の名を冠して引用されました。
現在、CWの事務局長・黃怡碧と執行役員・邱伊翎（台湾人権促進会事務局長）が、ジュネーブの国連本部にて審査対象国関連団体事前会議に出席しています。台湾の人権NGOの報告書が、加盟国によって正当に評価・考慮され、中国の人権状況改善の一助になることが期待されます。

L’examen périodique universel par le Conseil des droits de l’homme de l’ONU (CDH) commencera le 6 novembre et tous les Etats membres seront là pour evaluer les situations doméstiques en Chine concernant les droits de l’homme. Sans précedent, les trois ONGs taïwanaises (Covenants Watch, Taiwan Association des droits de l’homme et Réseau tibéto-taïwanais des droits de l’homme) ont soumis les rapports individuels et rejoints sur l’observation et la recommendation des actions prises par la Chine en ce qui concerne les droits de l’homme et contribué comme référence du processus international de révision. Les rapports étaient aussi cités par le document créé par CDH sous le nom de Taïwan.
Actuellement, Yibee HUANG and Eeling CHIU, la Directrice générale et le membre de la Comité exécutive de Covenants Watch, sont à Genève pour assister à la conférence préliminaire organisée par CDH avec les autres intervenants. Nous espérons que les rapports soumis par les ONGs taïwanais seront proprement appreciés et pris en considération par les Etats membres et que les rapports contriburont à promouvoir la situation doméstique des droits de l’homme en Chine pendant les quatre prochaines années jusqu’à la prochaine séance de l’examen périodique universel.
